Government’s big decision in the field of medical education, 27% reservation for OBC and 10% for EWS

New Delhi: A big decision has been taken by the government in the field of medical education in the country. Under All India quota, 27% reservation will be given to OBC students and 10% to weaker income group (EWS) students in undergraduate/post graduate, medical and dental education.

This decision will benefit 5550 students coming from OBC and Economically Weaker Section (EWS) for admission in medical and dental education. For the upliftment of the backward and weaker income groups in the country, the government is committed to giving them reservation. According to the Health Ministry, ‘The ministry has introduced 27% reservation for OBCs in the All India Quota Scheme for UG and PG Medical/Dental Courses (MBBS/MD/MS/Diploma/BDS/MDS) from the academic year 2021-22 and financially It has been decided to provide 10% reservation for weaker section from the state.

This decision will benefit about 1500 OBC students in MBBS and 2500 OBC students in Post Graduation and about 550 EWS students in MBBS and about 1000 EWS students in Post Graduation every year. All India Quota (AIQ) scheme was introduced in 1986 under the directions of Hon’ble Supreme Court to provide domicile-free merit based opportunity to students of any state to study in a good medical college located in another state . All India quota comprises 15% of the total available UG seats and 50% of the total available PG seats in government medical colleges.

AIQ Scheme

Initially till 2007 there was no reservation in AIQ scheme. In 2007, the Hon’ble Supreme Court introduced 15% reservation for SC and 7.5% for ST in AIQ scheme. When the Central Educational Institutions (Reservation in Admission) Act came into force in 2007, a similar 27% reservation was provided to OBCs. It was implemented in all central educational institutions. Safdarjung Hospital, Lady Hardinge Medical College, Aligarh Muslim University and Banaras Hindu University etc. However, it was not extended to AIQ seats in state medical and dental colleges.

The present government is committed to provide proper reservation to both backward class as well as EWS category. The central government has now taken a historic decision to provide 27% reservation for OBCs and 10% reservation for EWS in AIQ scheme. OBC students across the country will now be able to take advantage of this reservation in AIQ scheme to compete for seats in any state. Being a central scheme, the central list of OBCs will be used for this reservation. About 1500 OBC students in MBBS and 2500 students in post-graduation will be benefited by this reservation.

constitutional amendment made

In order to provide benefits to the students belonging to EWS category in admission in higher educational institutions, a constitutional amendment was made in 2019 which provided for 10% reservation for EWS category. Accordingly, to accommodate this additional 10% EWS reservation, seats in medical/dental colleges were increased by two years in 2019-20 and 2020-21 so as not to reduce the total number of seats available for unreserved category. However, this benefit was not extended to AIQ seats yet.

Hence along with 27% reservation for OBC, 10% reservation for EWS in AIQ seats for all undergraduate/postgraduate medical/dental courses from the current academic year 2021-22 is also being extended. This will benefit more than 550 EWS students of MBBS and about 1000 EWS students for PG medical courses every year. The above decision is a reflection of the commitment of the government to provide proper reservation for backward and EWS category students.

This decision is also in line with the significant reforms made in the field of medical education since 2014. During the last six years, MBBS seats in the country have increased from 54,348 seats in 2014 to 84,649 seats in 2020. The number of PG seats has increased from 30,191 seats in 2014 to 54,275 seats in 2020. During the same period, 179 new medical colleges have been established and now there are 558 (Govt: 289, Private: 269) medical colleges in the country.
